I actually don't think Tobi is Obito, and this is literally a massive troll on Kishi's part. Obito doesn't make any sense if you think about it.
A. Kisame RECOGNIZED Tobi and made it very clear he was a prominent or famous ninja who Kisame could trust. Seeing as, if this was Obito, he'd have to work in the shadows to protect his identity after surviving his "death," Kisame would not be able to recognize him.
B. Tobi claimed to have given Nagato his Rinnegan. Nagato was born waaay before Obito. In fact, Minato was a child at the time.
C. Tobi's limbs seem to grow back very similarly to Zetsu's. He has a definitive connection to Zetsu, and he may just be a clone of Obito.
D. Tobi collects HUNDREDS of Sharigan. This has been made clear. He used the Uchiha Massacre to build his collection and has been searching for the rare gems for a long time (Shisui, Sasuke, Itachi... etc.). He did the exact same thing with Obito's.
E. Tobi made absolutely no slip ups or traces that he knew Minato when they confronted one another during their fight (that would also make a 16 or so year old Obito fight on par with Minato).
F. Tobi was shown to have another Sharingan before he ruined it defeating Konan. Again, one from his collection.

Tobi is constantly using the power of the Uchiha to build himself up. He isn't Obito, he isn't Madara. He's either Izuna (explaining his fixation with new eyes, since he sacrificed his original ones), explaining his intimate knowledge of history, or he's somehow a Zetsu clone, explaining how the Zetsu's always knew who Tobi truly was and never questioned his authority. They're more or less the same entity.

Tobi isn't Obito. He's using his identity like he used the identity of Madara - to grab power (this time, emotional power). He's just been abusing Obito's Sharingan for the past few decades because of it's unique power.

It baffles me people are taking this red herring so seriously.
